The present report comprises four chapters. Chapter 1 is a review of the general situation of economic and social changes in agriculture and rural communities. Chapter 2 is concerned with a general view of the new policies for food, agriculture and rural areas. Chapter 3 deals with a criticism of the government's new policies for food, agriculture and rural areas. Chapter 4 is a conclusion. Now, Japanese agriculture and rural communities are encountering an extremely awkward situation, the causes of which are probably industrialization and urbanization. That is, the awkward situation has been caused both by an excess of dependence upon industrial agriculture on the basis of the competition principle of efficiency-first, and by the maximum-oriented life style in which the convenience principle is prior to all others. Such an excess of dependence on industrial agriculture and such a maximum-oriented life style are directly opposed to permaculture based on the symbiosis principle, and to the comfort principle in which human nature has priority over all others. This report discusses the basic direction of the revitalization of Japanese agriculture and rural society from a sociological viewpoint on the premise of the fundamental conditions mentioned above.
