The Old social movements are rational movements and the primary goal is to achieve efficiently and promote the strife between the exploiting and exploited classes. The new social movements, however, are self-reflective movements. It is mainly focused on how to achieve the process of movements rather than to achieve the goal of a movement. In other words, the new social movements are the meaning of a movement, which creates new values and model of social movement. It also leads to a public movement against the technocrats. On the other hand, networking is civil activities involving reflecting on the principles of industrial society, the institutions of environmental destruction, the exhaustion of resources, and the lack of the touch of humanity on this world. Networking also creates new values and the principles of action. It strives for human contact. In general, networking is invisible. It is hidden below the surface of the water. However, networking comes out of the water in response to special issues. When people do not ask about not only the special issues but also general theories of social systems. Thus, we realize that networking is the alternative to the new cultural model and the new social movement. It is natural that networking is characterized as self-autonomy, common, sympathy to its goals and values. It is necessary that networking be a more visible and redundant system with overlapping membership not to be rigid itself.
