CIRs (Coordinators of International Relations) are invited from over 30 countries through the JET programme (The Japan Exchange and Teaching Programme), and are assigned to local governments all over Japan. Tantosha (care-takers, supervisors are local government officials who work with CIRs. This paper presents how a workshop for CIRs and Tantosha is developed. The workshop is designed to accomplish four hypothetical learning objectives which are developed on the basis of this researcher's past study on communication and relationships among CIRs and Tantosha. The four hypothetical learning objectives are: 1) self-disclosure increases self-awareness and other-awareness; 2) metacommunication increases self-awareness and other-awareness; 3) collaborative activity creates integrated boundaries and a sense of unity between self and others; and 4) awareness and findings obtained through experiential learning reconstruct one's cognition of relationships with others. Synthesizing the four hypothetical learning objectives, it is believed that communication increases interpersonal awareness and reconstructs relationships.
