Currently, Chiyoda Ward is in need of a new community through partnership between daytime inhabitants and residents. However, the following two questions regarding this matter must be answered. "Can commercial enterprises have the way of thinking about a regional partnership?" "Can daytime inhabitants have it not as a part of an enterprise but as an individual?" Accordingly, the purpose of this study is to know daytime inhabitants' way of thinking about the region as an individual and to reveal what factors have an influence on establishing their way of thinking. Surveys were conducted in three areas with different functions in Chiyoda Ward. From the analysis of these surveys, the following conclusions were made. 1. The daytime inhabitants' way of thinking about the region in Koujimachi and Kanda areas was not so positive as the residents had expected. In contrast, their way of thinking in Marunouchi area suggested the possibility for a new type of partnership. 2. The type of industry daytime inhabitants are employed in reflects their individual way of thinking. 3. The factors of enterprises influencing their way of thinking are the following. (1) The character of the area (2) The scale of the enterprise (3) The extent of restrictions In conclusion, this research indicates that future research should identify "methods of establishing a partnership that takes the various situations of enterprises into consideration" and "a new type of partnership between daytime inhabitants of Marunouchi area and residents."
