兵庫県下における地区計画制度運用の現状と課題

The purpose of this research is to describe the circumstances of the application of the District Plan System in Hyogo, and to consider how the plan should be applied in the future. Twenty-four years have passed since the District Plan System, aiming at providing regulation guidance for urbanization at the neighborhood level, was founded. Now, we need to once again consider the role of the District Plan System. First of all, we extracted the problems of applying the system from previous related research and considered our findings. Next, we performed an investigation into the present application of the system in Hyogo. Lastly, in view of the problems, we conducted personal interviews with government officials about the realization of the District Plan System and measures relating to its application in Amagasaki, Kobe, Nishinomiya, Himeji City, all at which are advanced self-government urban area in Hyogo. Recently, city government acknowledgement of the importance of resident's proposals in decision-making is increasing. We suggest, therefore, that it is necessary to consider and deal with such issues as plan-management by area residents, consciousness education, and that individual district plans should be adjusted so as to consider the urban area holistically rather than as independent sections.
