It is necessary to make clear some points of view before I begin a series of lectures on assistive technology in April 2005. The purposes of this paper are as follows: First, in spite of the fact that there are many laws and systems on assistive technology, the definitions and contents that depend on these laws are vague and so is the common idea of assistive technology. I try to define what assistive technology is. Second, it is usual that lectures on assistive technology are on theories of techniques and the lecturers are engineers or co-medical therapists. I'd like to discuss the need to have the aspect of social work included when we deal with assistive technology. Assistive technology is useful for people with various kinds of disabilities at each stage of their rehabilitation. Both demand and supply of assistive technology are essential in the practice of human welfare and culture. Therefore, the assistive technology issue has been regarded as important in lectures on human welfare and culture since 1998. Human welfare and culture is often thought of as a subculture of life and culture. Also, assistive technology is often seen as a subculture of tools or instruments, which are part of life skills. The last purpose of the paper is to focus on the aspect of disability studies on the matter of assistive technology. We used to use the term "technical aids" for "fukushiyougu" in Japanese, but recently "technical aids" frequently refers to "assistive technology" in Western countries because it involves systems. I would rather use "assistive technology" than "technical aids" in this paper.
