The aim of the paper is to find a clue to the problem of continuity and discontinuity between prewar and postwar scientific management in Japan. This study shows the following. First, in face of the difficult problems, that is both high labour mobility and the dilemma between a low price policy and the increasing expense for military affairs, the Government found a new meaning to scientific management and enforced gradually its labour management policy as a part of industry-control policy. Though Government could not alone make efforts at improving production engineering and had to organize the new scientific management movement, it is notable that a periodical rise in salary system and a seniority-wage system were promoted by the Government. Second, engineers of business association came to regard the mass production based on the assembly-line system as important by examining suitable production management for war-economy. Third, the assembly-line system introduced into the aircraft-engine manufacturing process produced a measure of good results.
