There have been many researchers who think highly of education administration and finance system in Post-war Okinawa as implementation of the democratic reform of education; it was conducted as part of the nationwide educational reforms in post-war Japan, and education tax was enforced by the publicly elected board of education in Okinawa. While it seems appropriate to regard the system as democratic institution-vise, but I think that there are different dimensions especially from the viewpoint of the inhabitants. For instance, when the authorities in Nago tried to collect education tax in 1958, more than half of the people who were liable to the taxation didn't pay. Why and how did it happened? Given that how people pay the tax reflects concern for the education, incident should be examined carefully. Then I tried to show an aspect of the education administration and finance system in Post-war Okinawa by viewing from Nago-inhabitants. Following are procedures. 1. Clarification of the aspect of education tax in Okinawa: The tax was imposed on the basis of democratic principle of local financial administration, However it didn't realize equal opportunities in education. 2. Clarification of the public sentiment ageinst the system in Nago:Seeing that the system didn't work well, The inhabitats in Nago acted against the taxation. Then I researched how they think of it and what they hoped for from the bottom of their hearts at the time through listening to the inhabitants of those days, documents, articles, and consideration. 3. Clarification of an aspect of the system by the consideration of two local incidents, I tried to analyze Town dividing problem (Buncho mondai, 1950), which had an influence on the payment of the education tax, Nago town convention for the promotion of education (1962), which is the movement on education aimed at improving academic ability of the children which had been very much lower comparing to the average of Japan. The movement also tried to encourage the inhabitants to pay the education tax.
