The aim of this paper is to take up a movement against infringement on the right to enjoy sunshine in a day nursery in Hiroshima City and explore laws concerned with the development of social movements by analyzing this movement. It is needless to say that the existence or prediction of damage triggers a social movement. But even if there is damage or damage is predicted, a social movement does not often arise, and when movements arise, they do not always follow the same locus. A social movement is influenced not only by a objective condition, but also by a subjective condition relatively independent of it. Therefore, "How a movement should be" has a meaning of its own and the analysis of it is, it can be said, an important theme of the social movement study. The main theme of this paper is to analyze a series of processes, namely, how to set a goal (strategy), how to select means to attain the goal and to develop the movement (tactics), based upon the existence or prediction of damage.
