The cooperation is essential for the people to live their social lives. But it isn't possible without agreements about the goal and the way to it. It is also necessary for the people to have time, money and physical power to cooperate. Do the residents of the 'Suburban City' have a common goal, a common way and those indispensable resources? We study the social characteristics of the residents of Saitama Prefecture, using data of the 1980 and 1990 population censuses of Japan and those of the 1995 SSM survey. This area has two sorts of residents, the newcomers and the original residents. The newcomers, whose fathers are farmers or white-collar workers in small-scale work-places, have lived as white-collar workers in large-scale workplaces, and are now fairly rich. The original residents, whose fathers are blue-collar or white-collar workers in small-scale workplaces, have lived like their fathers, and are now rather poor. It would be difficult for them to have a common goal or a common way. And some of them would lack some of those three resources. Here some administrative organ can play important roles to support their cooperation. There is a possibility of the suburban city as an artificial union.
