The UK rail industry was restructured and privatized based on the Railways Act 1993. British Rail, which had been a nationalized company, separated the infrastructure sector from the train operating sector. This unbundling is regarded as one experimental device to introduce competition into a natural monopoly industry. It is different from the restructuring and privatization of the Japanese rail industry in 1987. In Japan the nationalized rail company was separated into six regional companies which are independent of each other, and privatized by selling off shares. The new JR companies are respectively integrated from infrastructure to train operating sectors. The Japanese reform was implemented using regional division, and the UK reform using vertical unbundling. It is useful to compare the reform process of both countries, and we can recognize that the UK unbundling is a fiasco because the infrastructure company faced bankruptcy in 2001. In addition, one train operating company decided to exit from the business in 2003. However the rail system is maintained as usual due to government intervention in spite of these damages. I investigate what actual unbundling is and analyze why the rail reform failed. 1. Backgrounds and objectives of reform. 2. Method of restructuring. 3. Significance of reform in terms of performance. 4. Collapse of infrastructure. 5. Exit of train operating company. I consider the policy direction in the future and propose the implication for other public utilities.
