In 2003 school year, Hakodate National College of technology started a new curriculum using TOEIC Simulation Test for the 4^<th> students' English class. This is the first attempt to analyze 4^<th> year students' English Language Competence using TOEIC Simulation Test. The result showed that students were better at listening than reading, but their biggest obstacle was the lack of English vocabulary. They also must improve their grammar skills and must have rapid reading ability.
