中小企業「経営近代化」の一考察 : そのとらえ方をめぐって

It is said that the numerous smaller enterprises in our country are inferior in their business management, and the catch-phrase "Modernization, Rationalization, Development, and Level-up of Management in the Smaller Firms" has been familiar with us. In fact during the economic recovery of post-war Japan some change has been seen in the situation of smaller businesses. The changing pattern of them is evaluated as the modernization of their management, that is to say, growth in their rationalism as modern capitalistic enterprise and growth of their workers to be modern proletariate. This criticism may be right, but our intention of this research does not lie in the comparison between the managerial development of smaller firms and that of the big businesses. What we want to investigate is to analyse the social change of fundamental conflict between capital and labor concerning the modernization of small business management or small business problems as a whole. From this viewpoint we pointed out some of the aspects of the problem. They are technical progress in smaller plants with relation to the so-called technical innovation in big enterprise, growing weight of the medium-scale firms, financial difficulties and their influences on cost and budgetary control, modernization of the labor market, productivity level-up movement and its influences, government assistance of management 'consultation, and the factual pattern of management control in smaller enterprises. The conclusion is not so clear according to the intention of this article, but we suggested some doubts about the solution of the socalled double structure problem of the Japanese economy by expecting today's type of modernization in small business management. This modernization is* really a sort of management development, it is true, but at the same time it is the rationalization of exploitation on the side of the monopolistic big enterprises. Master big company directly orders its attached small plants to have new machines and also to establish the scientific method of management. And smaller enterprises generally ought to develop their management for themselves in order to win the cut-throat competition. This article is an introductory one, and we would proceed with our analysis of the managerial problems of the smaller businesses.
