It is reported by the Japanese Ministry of Education, Culture, Sports, Science and Technology (MEXT) that in 2002 School year, more than 50% of public elementary schools started "English Activities". The English Activities are practiced in the "period of integrated studies". This time is to be used for educational activities that employ creative practices to provide interdisciplinary, broad educational experiences that fit the interests of the students (MEXT 2001). Under this circumstance, happened some problems in incorporating foreign language conversation into the international understanding One of the major problems is that there is no common curriculum like the Course of Study for elementary school English activities. This present study will show some of the essentials to develop a curriculum for English activities in elementary schools. The first section briefly introduces the current situation of English Language Education in elementary schools. The second section will provide some example procedures for designing a curriculum. The most important key is the teachers' creativity. The last part concludes with the additional discussion on setting "English as a subject" and a consistent curriculum from elementary to high schools.
