• 1986年に英国で最初に確認された牛海綿状脳症(BSE)の発生は, 英国を含めたヨーロッパ諸国だけに限定していると考えられていた.しかし2001年以降のアジアと北アメリカでの発生は, 世界において安全な地域は存在しないという恐怖を増幅させた.各国におけるBSEの発生のリスクを評価するために, 国際獣疫事務局(OIE)とEUはそれぞれ基準を設定し, OIEは5つのレベルとEUは4つのレベルを設けた.欧州委員会の科学的運営委員会(SSC)は2003年4月29日現在での米国などの64ヶ国につき, 地理的BSE発生リスク(GBR)の評価を実施した.しかし, 2005年7月1日現在のGBRの評価の任務はイタリアのパルマにある欧州食品安全委員会(EFSA)と言う新しく設立された組織に移行されると予想されている.韓国は現在までGBRの評価を実施していなかったので, この研究においてこれまで実施されたBSE発生防止対策などにつき調査することにより, 韓国におけるBSEの発生のリスクを解析した.この研究は韓国におけるGBRの評価レベルを推定するための指標となるであろう.
