Considering a conduction current on the conducting surface and a magnetic polarization current in dielectric material, we have developed a new formulation to find the scattered field from a conducting surface coated with a dielectric layer. Two H-field intergral equations are developed by applying the boundary conditions at the conducting surface and dielectric material. These integral equations are solved by the method of moment (MOM) to find the conduction and the polarization currents from which scattered field is readily determined. With consideration of the polarization current, the effects of surface wave excitation in dielectric material are automatically included in the solution.
