Propagation of low-frequency waves in a magnetized inhomogeneous plasma cylinder surrounded by a vacuum or a metallic surface is investigated. An orthogonality relation between the modes of a uniform plasma column provides a basis for the derivation of a normal mode expansion. By making use of this expansion a perturbation method is applied to estimate the effect of inhomogeneities of the system. Perturbed dispersion curves of a waveguide filled a plasma of a parabolic density distribution are given. It is shown that inhomogeneities of the plasma have little effect on the shear mode propagation.
