The structural transition for the filter paper-lipid analogue system immersed in electrolyte solutions is theoretically interpreted by making use of the quasi-lattice model with lipid molecules and holes. In order to explain the frequency dependence of the dynamic capacitance of the system, a simple mechanical model is considered for the motion of bipolar molecules. The general characteristics of the calculated results arc in good agreement with experiments.
