High cargoing efficiency is essential to quick dispatch. But, cargo handling works are very much perplexed and difficult to analyse. The author have dealt them based on the following facts and obtained some results shown in Art. 3.4,3.5 and Fig. 15 etc.The base of study is : 1. The frequency distributions of the work time show that the work time is composed of two different parts : net work time and delay time.2. These two parts of work time are governed by different factors, and are regulated by different laws of distribution.3. Each part of work time is expressed by simple mathematical formulas when the winch speed, hatch size, worker's skill, nature of cargo etc, are expressed by some parameters.
