Containers are stowed in stacked condition in most of the container terminals. In this case, access to a designated container, especially to import container, is one of serious problems for terminal operation. Because handling to deliver import containers to consignees is usually carried out, in order of the arrival of their trucks to the terminal, irrelevantly to stacked condition. As a result, the delay of handling caused by several rehandling of containers in stacked condition frequently happens. However, there has been no method to analyse the problem theoretically. In this paper, a method introducing "Accessibility Index" which is newly defined, is presented for the study of the problem. By this index, theoretical analysis on the problem is quantitatively performed, related to equipment to handle containers in the yard. On the other hand, the utilisation of land is another important factor for container terminals. Generally, the accessibility of containers is in inverse relation with the utilisation of land in the yard, in case of stacked condition of containers. In order to evaluate the land utilisation in terminals quantitatively, "Land Availability Index" is also newly defined, related to handling equipmint. In conclusion, the most optimum stacked condition of containers in the yard is studied for respective handling equipment, based upon the relationship between both indexes of "Accessibility" and "Land Availability".
