To achieve higher channel capacity in a cellular CDMA system, each transmitter has to save as much transmitting power as possible in the sense of reducing interference. Transmitting power control (TPC) is employed for this purpose, and it is believed to be indispensable. Since the channel state is always varying due to Rayleigh fading and shadowing, it is not easy to compensate for variations in the received signal's power. We require accurate measurements of the power, a high-rate feedback channel, and a wide dynamic range transmitter. In this paper, we propose a new kind of CDMA system based on repetitive spread spectrum (RSS) which does not require an accurate TPC system. However, the average power of each user's signal should be balanced. The principle of the system is described in the next section followed by a numerical evaluation.
