A circular cavity resonance method using the lowest TE_<111> mode is discussed to measure complex permittivity (ε_r and tanδ_r) of dielectric plate samples. It is verified that this method is useful to measure the unknown ε_r values since the lowest TE_<111> mode can be identified from the others easily. A cavity structure is cut in the middle of the length. A plate samples is placed between these two halves which are clamped with clips. Four plate samples such as PITE, quartz glass, thin and thick PZTs were measured by this method. The measured values are 0.1 to 2.1 percent low for ε_r and about 30 percent high for tanδ_r of 10^<-4>, compared with ones measured by the TE_<111> cavity method which is known as a accurate measurement method since the fringing effect can be calculated accurately.
