Technical and vocational education and training (TVET) is one of the key areas for human resource development particularly in developing countries such as Ghana. Mainly due to the historical and financial reasons, however, TVET sector has been highly fragmented, which makes difficult for donor organizations to provide effective foreign assistance. Although Ghana has been trying to strengthen the TVET sector through the establishment of Polytechnics and the Higher National Diploma (HND) program, curriculum development processes do not allow sufficient input by industry, business and other stakeholder groups. Accordingly, TVET sector in Ghana is still predominantly supply rather than demand driven.
