Project scheduling is the foundation of project management. The well-known Program Evaluation and Review Technique (PERT) and Critical Path Method (CPM) are representative of scheduling techniques. They are used to aid management of a single project without resource constraints. Resource Allocation and Multi-Project Scheduling (RAMPS), which uses these techniques, has been presented as a technique for making multi-project schedules with restrictions on various resources. However, the definite technique that is the core of RAMPS has not yet been presented. In this study, the proposed heuristic procedure for solving resource-constrained, multi-project scheduling selects the control factors, weights them properly by learning, and then determines the best scheduling pattern for execution of the schedule. It has been clearly proven that this procedure achieves both a satisfactory rate of schedule duration and high human resource utilization. In addition, a procedure is proposed for shortening the penalty delay of the designated project.
