The purpose of this paper is an overall examination on the social mobilization programme (SMP), which has been carried out since 1989 under the auspices of the Matara Integrated Rural Development Programme in southern Sri Lanka. SMP has tried to alleviate rural poverty based on poor people's participation, and to revitalize rural economy through small enterprise development. It has often been described as the two-legged development strategy with a possible conflict between 'interests of the poor' and the 'market-oriented policies.' According to the evaluation studies so far, it is criticized that as the result of SMP, rural economy has not much expanded although the living standards of the poor have been slightly improved. In this paper, however, the author emphasizes the affirmative side of SMP based on her own filed observation, such as awareness creation and empowerment of women participating in small group activities, and explores potentialities of this type of participatory development approaches.
