The existing method of moments is improved to determine the individual values of six parameters in the matrix of the linear electron-lattice interaction. By use of the fourth order perturbation theory, the moments of absorption spectra are calculated under the classical Frank-Condon approximation. It is found that the six parameters can be evaluated from the second and fourth moments of the A and C bands and the zeroth and second moments of the B band. Furthermore, from the expressions of moments for the dichroic absorption spectra induced by externally applied magnetic field and stress, one can see that the combined analysis of the absorption spectra and the dichroic absorption spectra gives a powerful method to evaluate the effective interaction parameters for the A and C bands, An application is made to the KCl:In^+ system with success in evaluating the parameters consistently.
