The ground states and tlae ordering behaviors on cooling in the liquid reginae of' xzortices ofa layered superconductor in fields parallel to the layers are tlaeoretically exanained using thelowest Landau level approxinuation f'or the Lawrence-Doniach model and neglecting randonaness. The field-induced change of ground st?ries is largely determined by the rnagnitvrde of Abrikosovfactor p,x and the sign of shear energy in 2111 asstrrned pinned hexagonal lattice. We find that,in a narrow field range below the stability region of' the pinned rhounbic solid with no vacantinterlayer spacings, a waving strvretvxre suggested in 21 recent nunaerical sitntrlation is indeed thetrue grotrnd state, and that a thermal fluctuation correction to the rmean field energy is necessaryto stabilize other pinned hexagotaal solids realizatble in Ioxver fields. It is shoxvn by exanainingthe ordering beltaviors of vortices in the liqtrid regirtae xvith significant layering ef['ect that thepositional correlation in any situation with negligible tnagnetic screening tends to first develop inthe direction parallel to the layers and perpendicvrlar to the field, and con'xcluded that the f'reezingto a pinned grottnd state occurs at any field tlurotrgh a single first order transition weakened bythe intrinsic pinning effect in nonrandotaa case.
