We present the theory of transport properties and vibration tnodes of' the two-diraaensionalVVigner solid (WS) coupled to surface dinaples on normal and sttperfltrid 'He. Coutapared to thecase of liqtrid 'He, Ferrni liqtrid properties of' the strbstrate crttcially affect the low-f'reqtrency dy-naznics of the electron solid. At ultraloxv tenaperattrres, XVS transport is shown to be deterrninedtaaostly by the reflection of' ballistic qtrasijcarticles of tlae btulk liqtuid at the ditaaple sublattice.The long mean free path regiuaae of' nortaaal 'He is cluaracterized by tlae tetnperattrre-independentcondtrctivity. Below the strperfltrid transition, tlae appearatace of the quasipstrticle energy gapsharply redttces the unornenturn adsorbed 1.cy tnoving dirnples, wlxich leads to the rapid increaseof the WS conductivity. The analysis presented shows that the WS can serve as a new powerftrlexperirnental probe f'or sttperfluid ph?rses of 'He.
