An exact solution of a viscous incomr>ressible flow is t>resented for a ueneralinitial condition. This flow rerresents an axisvmmetric shear laver surerimrosedon an irrotatnonal straining flow. The solution incorporates the tttree representativefeatures of vortex motion: stretchinu, convection and viscous diffusion. In ararticular case of constant straininu, the flow arrroaches to a steadv state inwhich the above three effects are in equilibrium. However if the initial state iscomrosed of the same amount of orrosite vortictties, the shear tayer disappearsexronentiall>' in time. Srectral analvsis of the solution shows the cascade ofvorticity fluctuations to smaller scales.The general solution includes the vortex solutions given by Oseen (1911) andby Burgers (1948), and partly overlaps the similarity solution found by Bellamy-Knights (1970).
