A first-order theory is presented for turbulence of an electrically conducting fluid in the presence of a uniform magnetic field which is so strong that the non-linear mechanism as well as the dissipation terms are of minor importance compared with the external coupling terms. The response of an initially isotropic turbulence to a suddenly imposed uniform magnetic field is worked out in detail. It is concluded that energies associated with the mechanical and the magnetic modes of turbulence asymptotically approach to the state of equi-partition provided that the macro-scales of the two modes are not widely different. Some numerical discussions are made in connection with the physical relevance of the present theoly.
