The IVIHD wave is studied when two steep density gradient regions exist at surfaces of stabplasrna. In such a case, it is shown that the surface Alfv!n wave has two branches with nearly thesame damping rates, since the steep density gradients are located closely each other. However, for the sharp botrndary plasma, the surface Alfven wave does not damp. As the density profileis relaxed, the damping rates become larger, pass via extremum, and again they becon?e smallwhen the scale length of the density gradients extremely increases. These damping rates seemconsistent with behavior of magnetic fltrcttrations observed in the Heliotron-B pellet in.jectionexperiment.
