An excitation of flute-type negative-energy ion-cyclotron waves by means ofan ton gradient-77 drift is analyzed on tlte basis of the linearized local dispersionrelation. The excitation mechanism of these negative-energy waves is found tobe a kind of an ton-cyclotron damping. This instability occurs even in axiallyhontogeneous plasmas, and is still not stabilized even at a radial scale lengthlarge enough to stabilize tlae DCLC (drift-cyclotron loss-cone) instal>ility. Thisinstability is stabilized in the same way as the DCLC instability by an additionof a warm plasma.
