Monxentuna, energy and enxittance relaxation pr?ocesses of the ions have beentheoretically sttzdjed on the electron cooling in ac:celerators when the solenoidmagnetic field arnd the space charge of the electron beant are taken into account.The strong solenoid ntagnetic field ofterx ntakes short the energy cooling timeby the electromn beatn with a large transverse energy spread because the transverseelectron motion is prohibited over the Larnaor radjtns. On the contrary, the elec-iron space chargge naakes the energy cooling tinae long for the sake of electronrevolutional velocity. The emittance relaxation tiuaae alnaost agrees with the energycooling tiune whc:n the ion velocity spread is less than the electron one. Otherwise,it favourably becomes a little shorter than the energy cooling tirave clue to thecyclic feattnre of the ton velocity.
