X-ray and neutron scatterings at the incommens;urate Jahn-Teller phase transi-tions in R.PbCu(NO.),5 (R: K, Rb, Cs, Tl) are studied in order to inyestigatemicroscopic origins to stabilize these incommensurate phases. We discuss thecharacteristics of diffuse scattering which do nol. allow the conventional infer-pretation as critical scattering associated with correlations of an order parameter.It has been shown that major component of the di?ffuse scattering is well explainedas 'Huang scattering' due to tetragona[ 'defects.' In the disordered phase, eachCu(NO.)5-grottp is already locally distorted, with the axis of tetragonal elortgationtaking one of the cubic principal axes at random (either spatially or temporally)and this local distortion is 'dressed' by a strain field. Such a view point establishesa possible origin of long range interaction to stabi'[ize the incommensurate jchases.
