With use of the Wigner representation, the Kramers equation for a Brownianparticle in a potential field of external force is extended to the quantum mechanicalcase. As a simple application of the equation, the rate of jump over a potentialbarrier is estimated to the lowest order approximation in 171. The rate increasesdue to the quantum mechanical effect by the factor If(/77co)"a"/6(7"-4-co"),where co, 77 and fi are the angular frequency of the particle in the potential well,viscosity and the inverse of temperature, respectively. .
