The present paper shows that in a plane normal to an applied magnetic field,envelope solitary vortices comprising convective cells of smnall scale propagatethrough a nonuniform bounded plasma of low fi as envelope solitons of a nonlinearSchr6dinger equation. It is shown further that the modulational instability isenhanced resonantly for certain wavenumbers and vortices of large scale isexcited by the ponderomotive force. Discussions arc based Oil the model equationof Hasegawa and Mima that is the geostrophic vortex equation, and a generationof zonal flows by the Rossby wave is noted.
