In order to complement our previous study of the second moments of singletground-state ions Tm" and Pr", the temperattmre dependence of the secondmoments of Kramers' ions Ce" and Yb" in sites of cubic symmetry has beeninvestigated. Taking the temperature dependence of the second montents intoaccount, we have investigated the theoretical relaxation talc T7 ' of an impurityEPR and host NMR in a paramagnet, which contains Tm", Pr", Ce" or Nd"with substantial crystal-field splitting, following the theory of Moriya and Obata.The results have revealed that the temperature dependence of the second m.onaentsof these hosts does not affect seriously the temperature dependent behaviors ofT7' of the impurity EPR and host NMR. Some applications of the theoreticalresults are also discussed.
