Comparison of the mechanisms of the Weibel instability and the field generatingthermal instability is made on the basis of the Boltzmann equation. The casek l FTo//Vno is investisated, where k is the wave vector, To and no are the zerothorder temperature and the number density. In the collisional plasma (/c/..<<I,where l- is the electron mean tree r>ath), the thermal instability is unstable, butthe WexbeJ znstabzlzty IS stabler-In the COIIISIOIIICSS CISC (AZrn>>1)>the S1tUQt1OIl ISvice versa. When the enuiIibrium.velocit>r distribution function is exr>anded barthe Lesendre r>ol>'nomials PZ with the r>olar axis alonn r7To, l='2, and l=1 corn..ronents are essential, resr>ectivelv, for the Weibel instabilitv and the thermalinstability.
