Kinetic theory of high-z (n : toroidal mode number) electromagnetic ballooningmode is presented with consistent inclusion of plasma /?-value, ion gyroradius,kinetic parallel conductivity, VB drift and magnetic shear effects. A new unstablebranch of nonlocal eixenmodes in a collisionless toroidal plasma is found. Thesrowth rate of kinetic hi:h-n ballooninn mode is of order of drift frequency.
