The motion of two rotating circular cylinders is investigated as a model of two vortex tubes. The case in which the radii of the cylinders are much smaller than their mutual distance is considered, and the flow field around a cylinder induced by another is approximated by that induced by a line vortex. The motion of the cylinders is shown to be a superposition of two different motions: One is a motion which would be realized if two cylinders were replaced by two line vortices, and the other is a small oscillation about it. Since the latter motion is merely as oscillation, the motion of two cylinders of finite does never deviate substantially from that of two line vortices.
