The dielectric response function of a two-component, inhomogeneous plasma in a magnetic field is calculated from a solution of the Vlasov equation, to the first-order terms in the density-gradient expansion. The spectral function of the electric-field fluctuations is then obtained with the aid of the superposition principle of the dressed test particles. The physical interpretation of the results is given in terms of the effects arising from the spatial variation of the average density and those created by the diamagnetic drift.
