A free-electron gas confined to a thin toroid is sttrdied. [1)tre to tlae cylirudrical sy?nra?etry,the longittrdinal ;rngtrlar naotnenttrtaa (L) is conserved in the electron-electron interactions. TlaeCotr[onab naatrix e[exnents, xv1?icJa satisfy the cozaservation of tJae trarusverse zrngtular ttaomenttutta(.7), are ztatzch larger than the others, There['ore, tl?e electronic excitattions are well descrilcedby L and J. Tlae L- and ,7-decotrpled jclastaaons ar'e investigsxted by evaltrating tlae dielectricf'ttnction within the randouta-phase approxitaaatioru (RPA). They, respectively, correspond to thecoherent plasnaa oscillations along the Iotagittrditaal ?rnd trstnsverse directions. For the (L, J = O)PJ21Sl]l0IlS, the RPA restzJts are alttaost tlae S211116 xvitla those of tlue Toraaonarga tnodel.
