A structural model of the hydrated electron in the radiation chemistry of water and aqueous solutions is proposed. The energy levels of the hydrated electron have been calculated. The binding energy is estimated at 2.4eV. The excitation energy is estimated at O.80eV, which is comparable with the experimental data, 1.7eV. The oscillator strength of this transition is calculated at O.26.
