I previously proposed the panic-potential index for predicting social confusion during disasters. In this paper, I attempt to discover factors influencing the index.Social and demographic conditions influence the panic potential most. The index is greatly influenced by population density, the ratio of single-person households, the mobility of inhabitants, and the ratio of aged people and infants. Geographic and physical conditions-the density of wooden houses, roads, the ratio of open space, and the distance to the evacuation center-show a positive but relatively lower correlation.I also calculate the correlation between the panic potential and other factors: daily preparation for disaster, participation in disaster drills, and recognition of disaster. I discovered that recognition of disaster-correct interpretation of official warnings and anticipation of the scale of damage-show a distinctly positive correlation with the reduction of panic potential. Preparation for disaster also contributes to the reduction, but participation in drills shows little correlation with it.
