The influence of mass organizations is a basis of the Chinese Communist regime. However, Chinese mass organizations have been required to behave according to the Communist Party's policies under the leadership of the Party, among different social strata.Historically as well as theoretically activities and destinies of the Chinese mass organizations have been determined by the Communist Party's behavioral character, that is, power struggle within the Party. The Thirteenth General Conference of the Chinese Communist Party in October 1987 announced the plan of the Reform of the Political System. This meant an introduction of democracy in all spheres of social activity. The Reform included a change in the conventional relationship between the Chinese Communist Party and mass organizations, from a dictatorial control by the Chinese Communist Party to cooperative partnership between the both sides.The student movement in the spring of 1989 occurred in the process of implementing of the Reform.
