As an education administrator, and neither a sociologist nor a scientific researcher, I have been involved in such activities and programmes as : (1) educational reform after the end of the last war, especially reform of a local administration system under the strong influence of the American education system, and consequently I began to study education administration. (2) research and compilation of a "white paper" on "Japan's growth and educational development" to identify the role of education in the context of socio-economic grwth of Japan based upon the theory of investment in education and of human resource development. (3) long range educational planning in the context of socio-economic development in Asian countries initiated by UNESCO. (4) educational programmes, activities and research of OECD, most of which are closely related to socio-economic changes in member countries. Today we face many crucial educational issues : for example, revitalisation of higher education under the pressure of a decrease of the age group ; coping with the needs of adult learners in the context of life long learning ; internationalisation of Japanese education in terms of knowledge, skill, value and attitude ; children and youth at risk, etc. The programmes and activities in which I have been involved as well as the above issues must be clarified by a multi-disciplinary approach. To what extent can educational research contribute to solving these complicated issuses and programmes in socio-economic context?
