This article argues the problems of Japanese public junior high schools through the following procedure. First, Japanese junior high schools have had the indefinite roles since the beginning of the new educational system in 1947. Then the problemd inherent in them are revealed. Finally, investigated are the recent "private junior high schools-oriented" conditions in Japan. 1. Junior highs were classified as a secondary education when the new educational system started. And the secondary education was divided into two periods ; the former three years for junior highs and the latter for senior highs. On the other hand, the duration of compulsory school education was prescribed for nine years consisted of elementary schools and the former secondary education, junior high schools. Therefore junior highs had played two roles of "completion of the compulsory education" and "basis for the secondary education". 2. A lot of pathological phenomena have arisen in junior highs nowadays. One of them is a large numbers of under-achievers. They are over 10-15% of the whole junior high students. Another is that school delinquencies in junior highs often take place. In the recent reports, growing are the number of cases such as students, deviant behaviors against the teachers, obstructions to the classes and the school vandalism. Also increasing is the number of drop-outs that enter the senior highs. It is repoted that those drop-outs in 1991 amounts to 112, 933. 3. It is said that Japan is educational credential society. More parents want their children to receive higher education and this tendency is all attributed to the increasing "private junior high schools-oriented", for their six-year-long educations througout junior highs to senior highs that are advantageous to entering universities. In some private junior high schools, their educational systems are throughout to universities and have numerous merits. The public junior high schools are now in serious circumstances. They should be the six-year-long educational system throughout current senior high schools to settle the problems and situations above.
