The Ministry of Education (Monbusho) was established in 1871, and it started to plan for an educational system suitable for a modern nation. At first the system was modeled on that of France and the United States, but later it became nationalistic as promoted by Arinori Mori, the first Minister of Education. The Meiji Constitution was promulgated in 1889 and the Imperial Rescript on Education (Kyoiku Chokugo) was released in 1890. Both of these were based on the unique idea of the National Policy (Kokutai). Education in Japan aimed principally at maintaining the Emperor system (Tenno-sei), which lasted until Japan's defeat in 1945. Under such a National Policy, the mission schools were oppressed and many Christians were forced to walk a thorny path. The National Policy interfered with the development of democracy and led to World War II. We should learn a lesson for this history.
