BABA Tsunego (1875-1956) is a representative liberal in modern Japan. His thought was not based on academic research, but on common sense, which he trusted as the best source of wisdom in politics. He criticized party politics in the early years of the Showa Era, which he thought, alienated the masses from the vast funds of political parties. But when party politics were damaged by the attempted May 15 coup d' ètat, which led to the Kyokoku government composed of civil, military and party officials, he criticized it with the intent of restoring parliamentary government. His criticism was based on the concept of an open society, the principle of which, he believed, was the only way of overcoming the inner and diplomatic difficulties facing Japan. We can find in his thought a rare and tough example of the challenge to the totalitarian myth in modern Japan.
