A review of Anderson's theory is given, and the improvement in the treatment of the time development operator T in the theory is demonstrated. When H_c is the intermolecular interaction, we should use [table] where P is a projection operator which project in rotational transitions only. The expansion of this operator with only the first three terms, which conventional theories use, cannot be justified for most cases, including the case where H_c is the electric dipole-dipole intertaction. Our expression of T can treat the last case particularly conveniently. The numerical results for the ammonia inversion lines agree well with experimantal data.
